			<content:encoded><![CDATA[<p>We helped the City of Long Beach establish the Community Parking Program, a hybrid public/private partnership between residents and local business owners.  The City wanted to ease congestion, create more parking &#038; improve customer service.</p>
<p>Before the CPP, it not unusual for residents to come home from work and circle the block for an hour.  So the City created 1,000 new off-street parking spaces by allowing residents to park overnight in city-owned and school district parking lots.</p>
<p>Next, the City cracked down on parking abusers.  They towed anyone with five unpaid tickets or an unregistered vehicle.  This cleared the streets and created hundreds of new parking spaces.</p>
<p>But in order to provide convenient access to parking for all residents, the City had to do more.  They had to figure out a way to optimize parking across the city, and provide access to the right citizens at the right times.</p>
